For the last three years, millions of Bing Rewards members have been able to get all kinds of perks by earning credits for searching the Web, trying out new features or learning tips and tricks to help speed up those searches. Ways to make a Windows app more accessible to the disabled

The Windows App Team writes that based on U.S. census data, about 10 percent of the U.S. population is physically disabled, and 34.7 percent of that population is employed. Making an app more accessible to this group not only helps them, it helps app developers as well, and now there are some tools to do that.

If you use dual monitors in Windows 8.1 or Windows 8, you’re in for a treat: New, free animal themes are available to you, with subjects including blue-and-yellow macaws, penguins, cheetahs and monkeys. Single-screen users, you’re in luck, too. A series of new themes includes birds, beaches, sunny shoes, classic sports cars, muscle cars, Europe and color splashes.

CSS Scrolling Snap Points will make IE panning faster

The Internet Explorer team has submitted a new specification to the World Wide Web Consortium that will enable “fast and fluid panning experiences for touch and other input devices, based on APIs introduced in IE 10 and improved in IE11.”
