In Estonia, the Health Insurance Fund Tervisekassa partnered with Microsoft and Fujitsu Estonia to migrate its infrastructure, including SAP, to Azure, resulting in enhanced security, tripled innovation rate, and reduced costs while maintaining reliable healthcare services. Microsoft also cooperated with the Estonian Government in developing Bürokratt, the world’s first public service AI-based virtual assistant, helping citizens use digitized government services. In Latvia, Government recognized the potential of AI to reshape the business and is collaborating with Microsoft to develop a National Center for Artificial Intelligence and advance key digital initiatives.

Copilot was recently updated to include enhanced memory and personalization, taking action on user’s behalf and conducting multi-step research tasks more efficiently with Deep Research.
Cybersecurity as a Business Imperative in the Baltics
Rising geopolitical tensions have triggered a surge in cyberattacks, with NATO countries increasingly targeted. The latest Microsoft Digital Defense Report highlights the intensification of cyber operations, reinforcing why cybersecurity is business and government imperative.
The Lithuanian Employment Service has set a new benchmark for cybersecurity in the public sector, transitioning from on-premises systems and deploying Microsoft 365 Copilot to ensure secure and compliant AI usage. Based on Microsoft’s agreement with the Lithuanian State Digital Solutions Agency, Lithuanian Government employees have Microsoft 365 and its features addressing the needs of modern secure workplace. Rigas Satiksme, the public transport provider in Riga, partnered with Microsoft and local partners to deploy a new Video Monitoring solution in Azure, saving around 40% in costs. Moving legacy servers to Azure improved business continuity and security, with enhanced cybersecurity through Defender for Cloud and Sentinel.

With the next phase of Microsoft Security Copilot, AI agents are designed to take an even greater role, providing autonomous, real-time defence across key areas such as phishing, data security, and identity management, becoming necessity for modern security,” commented Leonid Polupan.
Enhancing Resilience and Driving Economic Growth
As Europe faces multiple challenges alongside growing digital demands, AI is key to resilience and growth. With increasing needs for cybersecurity and data governance, Microsoft is committed to providing secure, AI-driven solutions that support the region’s digital economy. Within the Azure AI Foundry that company provides developers access to over 1,800 foundation models from OpenAI, Meta, Mistral, DeepSeek and others. It also supports startups and ISVs in innovating locally and scaling globally within Microsoft for Startups Founders Hub.
Microsoft is supporting AI skills development. In Europe, over 2.9 million people have already gained digital capabilities through Microsoft programs, with a goal to reach 8 million by 2025. Additionally, regional initiatives include hackathons, AI Skills 4 Women program developed in partnership with Founderz and AI Skills Fest initiative.
