Horng Shya Chua

Director, Public Sector Group, Microsoft Singapore

Horng Shya is the Director of Public Sector Group at Microsoft Singapore and is responsible for all aspects of the business driving Microsoft’s strategy and execution in Public Sector. She leads a team of Public Sector professionals across areas of Education and Lifelong Learning, Government, Health and Social Services, and Public Safety and National Security.

In this role, Horng Shya and her team champions digital transformation for the Public Sector in Singapore by helping them to adopt core and emerging technologies that improves public services to citizens and businesses. Additionally, she also leads the wider team in Microsoft to make real and lasting impact in Singapore through a set of aspirations, including: enabling future-ready talents for the digital economy through skills and capability development; and being the strategic and trusted technology leader in the new world of intelligent cloud and intelligent edge to enable organisations in Singapore’s Smart Nation journey

Horng Shya joined Microsoft as a Academic Programs Manager in 2005 where among the programmes she led include BackPackLIVE and FutureSchools@Singapore to optimise learning and teaching outcomes. She was also the Education Alliance Director and Government Sales Director before assuming her current role in 2017. Her passion and commitment to Education has positioned Microsoft as a trusted advisor and thought leader with the Education ecosystem for technology-enabled pedagogical frameworks.

Prior to joining Microsoft, Horng Shya started her career at the then National Computer Board and Infocomm Development Authority of Singapore.

When she has the opportunity, Horng Shya loves to visit exotic places and immerse herself in the local culture and history.
