The adoption of artificial intelligence (AI) in higher education continues to grow globally, driven by increasingly complex learning needs and academic service demands. Educational institutions are no longer expected only to reach more students, but also to maintain the quality of learning amid constraints on time, teaching resources, and an increasingly expansive operational scale. AI is seen as a key enabler to deliver more personalized and efficient learning experiences, while also requiring strong institutional readiness to ensure its implementation remains aligned with academic objectives and the trust of the academic community.
According to the OECD Digital Education Outlook 2026, the integration of AI within institutional learning systems enables education providers to maintain service consistency, accelerate academic responsiveness, and manage operational workloads more adaptively as student populations grow. However, the OECD also emphasizes that these benefits can only be realized when AI is implemented with strong institutional readiness, aligned with pedagogical goals, and supported by robust governance and data protection frameworks [1].
Safeguarding Security and Trust in the AI Ecosystem
As a public university delivering open and distance learning, Universitas Terbuka (UT) serves a diverse student population across Indonesia and abroad. With more than 1.8 million registered students to date, UT stands among the largest higher education institutions in the region. This momentum is reflected in the continuous growth of its active student base, from 551,030 in Semester 1 of 2024, increasing to 671,967 in Semester 2 of 2024, and reaching 768,248 in Semester 1 of 2025, highlighting UT’s expanding role in providing accessible and scalable higher education.
UT’s commitment to innovation has also received global recognition, earning the Digital Innovation in Education award at the Digital Innovation Awards 2025, making it the only university in Indonesia to receive this distinction. Since 2013, UT has established a long-term collaboration with Microsoft to build a cloud‑based digital learning foundation. In selecting its cloud and AI platform, UT prioritizes several key factors, including scalability and service availability to support large‑scale distance learning, the security and protection of academic data, and compliance with national regulations, including Law No. 27 of 2022 on Personal Data Protection.
In addition, UT places strong emphasis on seamless integration with its customized Moodle‑based Learning Management System (LMS), alongside AI capabilities that can be governed within an academic context through the use of internal knowledge bases and Retrieval‑Augmented Generation (RAG). To enable this transformation, UT adopts a range of Microsoft Azure services across its digital ecosystem including Azure OpenAI Service, Microsoft Foundry, Azure Kubernetes Service, Azure Cosmos, Azure Database for PostgreSQL, and Microsoft Sentinel. This cloud infrastructure forms the backbone of UT’s LMS modernization. As a result, UT is able to deliver a digital learning environment that is stable, scalable, and continuously evolving while ensuring that academic processes remain uninterrupted.
One of the flagship initiatives underway is the development of an AI Tutor powered by Azure OpenAI Service and Azure AI Foundry. Currently, the AI Tutor has been rolled out across around 500 classes, supporting the learning journeys of more than 100,000 students. Designed to draw from official course materials and UT’s academic context, the AI Tutor enables more contextualized learning interactions while upholding academic integrity. In addition to facilitating text‑based engagement, UT is also exploring the role of AI in enhancing assessment processes and personalized feedback, helping lecturers manage scale while improving the overall quality of learning support.

Driving Real Impact in Enhancing Learning Effectiveness
The adoption of Microsoft Azure–based technology and the AI Tutor has delivered tangible benefits across Universitas Terbuka, from lecturers and faculty leaders to university management. Following the implementation of the AI Tutor, UT has observed higher student engagement in online discussions, along with improved assignment outcomes in courses that have integrated AI into the learning process. This shift has also redefined the role of lecturers. Where educators previously spent significant time responding to repetitive student inquiries, they are now able to focus on more strategic contributions such as curating AI‑enabled learning experiences, fostering deeper academic discussions, and safeguarding the quality and direction of instruction.
From an operational perspective, AI and Azure‑based automation have significantly shortened the academic workflow cycle. Tasks that once took several days, from submission and grading to feedback, can now be completed within one to two days. This efficiency enables educators and academic teams to dedicate more time to improving teaching quality, analyzing learning outcomes, and refining course content to better meet student needs. To support this transformation, UT has also established robust internal governance practices, including identity and access management, data encryption, service segmentation, continuous monitoring and logging, as well as backup and recovery mechanisms to ensure system reliability and security.
Preparing Education Institutions for the Agentic AI Era
As part of its commitment to advancing AI adoption, Microsoft continues to prioritize the delivery of secure and responsible AI technologies. Through Azure OpenAI Service and Microsoft Foundry, Microsoft ensures that organizational data is neither used to train foundation models without explicit consent nor shared with third parties. This approach supports Universitas Terbuka in aligning with national personal data protection regulations, while maintaining that governance and oversight remain under the institution’s control.
Looking ahead, UT sees AI (including agentic AI) as a key enabler of transformation for open and distance higher education over the next five to ten years. Supported by global insights highlighting AI’s growing role as a core education infrastructure, UT is exploring the development of agentic AI‑driven academic assistants capable of supporting study planning, recommending personalized learning pathways, identifying risks of academic delays, and enhancing lecturers’ ability to analyze learning outcomes. All of these innovations are designed to operate within a framework that upholds ethical principles, academic governance, and human oversight, ensuring that technology continues to support, rather than replace, the core values of education.
