Microsoft today announced a major expansion of its partnership with Thailand following a meeting in Bangkok between Vice Chair and President Brad Smith and Prime Minister Anutin Charnvirakul. From 2026 to 2028, Microsoft plans to invest more than $1 billion in cloud and AI infrastructure and ongoing operations across Thailand. The investment is the centerpiece of Microsoft’s Advancing National Growth, Prosperity, and Global Competitiveness with AI initiative, supporting trusted and inclusive access to cloud and AI technology while helping skill millions of Thai citizens across every sector of the economy.
Prime Minister Anutin Charnvirakul said, “Our ambition is for Thailand to grow as a regional driving force in Asia’s digital and AI economy. To achieve this, we are focusing on building stronger foundations for the years to come – with a national digital and AI strategy that prepares our economy for opportunities presented by new S-curve industries while also equipping Thai people with the capability to make the best use of advanced technologies. Microsoft’s announcement today is a direct contribution to that effort and a clear expression of confidence in Thailand’s future.”

Building on a partnership with the Royal Thai Government that has been growing since November 2023 – through a landmark MOU and the visits of CEO Satya Nadella and Microsoft Asia President Rodrigo Kede Lima to Bangkok in subsequent years – today’s announcement marks a new phase of delivery. Microsoft’s commitments advance three priorities for Thailand’s AI-powered future: Technology, to build world-class infrastructure that every Thai organization can access and rely on; Trust, to establish a secure, sovereign, and inclusive digital foundation for the country; and Talent, to ensure the skills needed to thrive in an AI-powered world reach every Thai worker, educator, and changemaker.

Technology: World-class infrastructure, built for Thailand
At the heart of today’s announcement is Microsoft’s investment of more than $1 billion in cloud and AI data center infrastructure in Thailand, built to the company’s global standards for performance, reliability, and sustainability – including green energy and water positivity.
Microsoft announced strategic partnerships with leading Thai and global partners – including Gulf Development Public Company Limited and Advanced Info Service as well as Charoen Pokphand Group (CP Group), True Corporation and True Internet Data Center (True IDC). These partnerships are designed to create lasting economic value for Thailand beyond their physical footprint. The development and ongoing operation of the Thailand cloud region will generate new skilled employment opportunities for Thai professionals, while the transfer of technical knowledge and operational expertise to local partners builds capabilities within Thailand’s own business ecosystem that will endure well beyond the construction phase.
Behind every announcement today is an underlying ambition to accelerate AI diffusion in Thailand. Defined as the rate at which AI is actively adopted and put to work across an economy’s workforce, AI diffusion is an impactful indicator of productivity and long-term economic competitiveness. A significant divide currently exists between the Global North, where nearly one in four working-age people actively uses AI, and the Global South, where that figure stands at roughly one in seven – underscoring both the scale of the opportunity and the importance of sustained investment in AI infrastructure and skills across developing economies.

“There is a noticeable gap in AI diffusion between the world’s most advanced economies and the developing world,” said Mr. Smith. “Thailand is already moving in the right direction, and we are committed to helping the cloud and AI advance this country’s entire economy and all of its people.”
Trust: A Secure Digital Foundation for Thailand
Beyond infrastructure, Microsoft’s investment in Thailand signifies a commitment to ensure that the country’s digital future is placed firmly in Thai hands. This means building trusted digital foundations in full alignment with Thailand’s own frameworks for data governance, cybersecurity, and AI regulation – and positioning them as enablers of growth that boost confidence for organizations adopting AI at scale. With these firmer foundations, Thailand’s appeal as an international investment destination will grow alongside its ability to make informed, independent choices for its digital future.
Microsoft’s work extends to active collaboration with Thailand’s government and regulatory institutions – including the Office of the Council of State (OCS), a key partner in developing the legal and governance frameworks that will underpin Thailand’s AI-powered economy. As Thailand continues to build the policy foundations needed to govern AI responsibly and effectively at a national level, Microsoft is committed to contributing its global expertise and best practices to that process – working alongside policymakers and institutions as a long-term partner rather than a technology provider.
Notably, the OCS has worked with Microsoft to develop TH2OECD – an AI-powered legal analysis system built on Microsoft Azure OpenAI. The solution cross-references Thai legal documents against international OECD standards in support of Thailand’s OECD accession bid, and its capabilities stand as a model for how AI can extend the capacity of Thailand’s institutions to work with greater speed, precision, and international alignment.
Thailand’s growing international standing as an AI regional hub is further reflected in a new collaboration between Microsoft Thailand and the United States Trade and Development Agency (USTDA), starting with a USTDA grant of $950,000 cash and $250,000 from Microsoft in Microsoft Azure credits to a Thai AI developer, Ai-ssistance, to build and scale AI-powered solutions for aCommerce, a regional e-commerce services provider based in Thailand, with operations across key ASEAN countries.
Talent: Empowering Every Thai for the AI Era
Building on a long-term commitment to upskilling the people of Thailand, Microsoft’s efforts have already helped over 2 million people acquire AI skills over the past 2 years. This includes a partnership with the Ministry of Education to equip Thai students with essential technological skills needed in the AI era via the National Digital Learning Platform (NDLP). With a reach that covers more than 600,000 high school students nationwide, the NDLP is being further modernized with AI-powered tools to help standardize education quality across the country.
To further widen the circle of opportunity as part of the global commitment with Microsoft Elevate, Microsoft is announcing the availability of Microsoft Elevate for Educators and Microsoft Elevate for Changemakers in Thailand. Together, these programs strengthen the education, workforce, and social impact systems communities rely on so more people can learn, work, and thrive in the AI economy. As AI adoption accelerates, readiness remains uneven. Many institutions and communities lack the skills, guidance, or capacity to adopt AI responsibly and effectively. Microsoft Elevate helps address these gaps by bringing together trusted technology, free credentials, professional communities, and system-level capacity building, delivered through partnerships that support long-term, inclusive impact.
Alongside efforts to support students and educators, Microsoft is accelerating Thailand’s workforce readiness through a partnership with the Ministry of Labour’s Department of Skill Development (DSD), aiming to upskill and certify 150,000 workers. More than 280 Microsoft AI courses in Thai are available on the DSD Online Training platform, complemented by joint government–Microsoft credentials and nationwide trainer enablement designed to reach learners in every province.
By bringing together government, industry, education, and civil society, Microsoft’s efforts in Thailand aim to align skills development with employer demand – expanding access to recognized certifications and industry‑aligned training that support Thailand’s innovation‑driven S‑Curve industries and advance the country’s Thailand 4.0 and National AI Strategy ambitions.
