GDANSK — June 26, 2026 — Microsoft today announced it will extend its provision of technology support to Ukraine through the end of 2027, continuing to offer free cloud services to government institutions, educational establishments, and regional authorities across the country.

Since 2022, Microsoft has provided technology, cybersecurity support and other assistance to help Ukraine maintain essential digital services during the war, bringing Microsoft’s total support to more than $700 million.

The announcement was made in the presence of Ukraine’s Deputy Prime Minister for European and Euro-Atlantic Integration, Taras Kachka, at the Ukraine Recovery Conference in Gdansk, Poland. We are grateful to the organizers, the governments of Ukraine, in particular the Ukrainian Ministry of Economy, Environment and Agriculture, and Poland, for convening partners from the international community across government, business and civil society to support Ukraine’s reconstruction and long-term economic transformation.

From the earliest days of the conflict, technology has helped Ukraine sustain government and public services by enabling a rapid shift to cloud-based systems. By moving essential services to cloud infrastructure across Europe, Ukraine ensured that key public services, from social benefits and tax collection to business and land registries, remained available, demonstrating how modern digital infrastructure can avoid disruption and strengthen national resilience.

Through the program, Microsoft continues to support Ukraine in several key ways, including:

  • Providing free technology and cloud services that allow government agencies, schools, and public institutions to continue operating and accelerate digital service delivery
  • Strengthening the country’s critical cybersecurity protection against persistent threats
  • Supporting nonprofits and international organizations aiding Ukraine and documenting war crimes against civilians with technology and data capabilities

That practical support is enabling Ukrainian institutions to keep operating under extraordinary pressure, while also driving rapid public sector modernization and redesigning how services are delivered to citizens and businesses.

One example is Kherson National Technical University which during Russia’s occupation of the city, worked with Microsoft and Ukrainian partners to securely move more than 20 terabytes of critical data, including student records, research, and core systems, to the cloud. This ensured the university could continue teaching online throughout the conflict, even after its campus was seized. It also enabled a transition to more flexible, digital-first learning models that continue to benefit students today.

Microsoft is also investing in Ukraine’s long-term digital capacity. Through our support for initiatives such as the CDTO Campus program, we are helping public sector leaders gain hands-on experience using cloud and AI to strengthen services and improve cybersecurity. This work is helping Ukraine develop digital-first public services and accelerate how they are delivered. More than 130 digital leaders have already taken part in this effort.

“Digital transformation is an integral part of Ukraine’s European integration and for delivering better services to our citizens. Microsoft’s long-term partnership has helped Ukraine protecting critical digital infrastructure and ensuring the continuity of government under extraordinary circumstances. We highly value this continued support,” said Deputy Prime Minister Taras Kachka.

“We are grateful to Microsoft for their steadfast support of the Ministry of Digital Transformation since 2019, as well as their commitment to our digitalization efforts and joint projects. Ukraine’s digital resilience is built through long-term strategic partnerships that combine trusted technologies, expertise, and a shared vision for the future. Our cooperation with Microsoft helps strengthen digital infrastructure, scale modern approaches across government, and embed resilience-by-design into Ukraine’s digital agenda. This partnership supports the development of a secure, adaptive, and globally competitive digital state for the years ahead,” said Oleksandr Bornyakov, acting Minister of Digital Transformation of Ukraine

Mykhailo Fedorov, Minister of Defence of Ukraine, added: “Thanks to our long-standing partnership with Microsoft, we have ensured the uninterrupted operation of critical government services, strengthened cybersecurity, and maintained resilient digital infrastructure throughout Russia’s full-scale invasion. This partnership has also provided critical cloud infrastructure supporting essential government and security operations. Cooperation with leading global technology companies is fundamental to Ukraine’s resilience today and to our recovery and modernization tomorrow. We are grateful to Microsoft for its trust, long-term partnership, and continued support.”

Now in the fifth year of Russia’s full-scale invasion of Ukraine, Microsoft’s commitment remains focused on supporting Ukraine’s immediate needs while contributing to its longer-term future, including the continued transformation of its economy through digital technologies.

“Our long-term partnership reflects our commitment to build a digital future for Ukraine,” said Jeff Bullwinkel, Vice President and Deputy General Counsel, Corporate External & Legal Affairs, Microsoft EMEA. “By extending our support through 2027, we are not only helping to maintain critical services today but are also supporting Ukraine’s continued transformation with trusted digital services that can build the basis for a secure and innovative economy.”
