Hue, June 20th, 2017 – The Hue Family Medicine Center – Hue University of Medicine and Pharmacy (Hue UMP) in cooperation with Microsoft Vietnam organized the meeting to present the Electronic Medical Record, and intelligent booking appointment and consultation system for the Family Medicine Clinic. The event attracted more than 50 leaders from the district hospitals, commune health centers and healthcare workers who are working in the family medicine network and primary care in Thua Thien Hue Province. Especially, in the event, there was the attendance of the leaders in the health sector of the province including the director and heads of the related departments of the Provincial Health Services, the Rector Board of Hue University of Medicine and Pharmacy, Director Board of the University Hospital. The event aimed to provide optimal solutions to ensure the quality, efficiency and equity in healthcare, especially in the Family Medicine Clinic. Presented at the event, there was also the representative from CLAS Healthcare Company –Microsoft Vietnam partner who provides online healthcare applications.
Targeted on delivering continuous and comprehensive care as well as optimizing the clinical management process, CLAS Healthcare application development specialists, with the support of Microsoft and Hue Family Medicine Center, have built and developed the electronic medical records Bacsi24x7.BYS. Bacsi24x7.BYS is a medical management software with Standard and upgraded versions providing superior features that are perfectly suited to the operational model of health facilities and family medicine clinics in Vietnam.
The Family Medicine Clinic of Hue UMP is one of the first contact points in the health care system. It was founded under the Decision No. 280/QĐ–ĐHYD dated 01 February, 2016 by Hue UMP. Hue Family Medicine Clinic was approved and licensed by the Ministry of Health under the Decision No. 325/BYT-GPHD. It is recognized by the MOH as a model of first contact point, health management, and continuous care for people based on the family medicine principles. The Family Medicine Clinic has also been appraised by the Provincial Health Service and the Provincial Social Insurance for treating health insurance patients for medical services.
With the goal of developing the model of delivering qualified healthcare services for the people, the Family Medicine Clinic has launched the Bacsi24x7.BYS electronic medical record. The features of integrating the electronic medical records with the personal health records over time will be an important data sources to provide long-term and comprehensive healthcare services. The patient data will be stored on Microsoft Cloud, ensuring the highest security standards available today – HIPPA.
The Bacsi24x7 Bot application was also presented with a trial version. The Bacsi24x7 Bot is based on the Microsoft Bot Framework technology that allows healthcare providers and primary care clinics to connect with Bacsi24x7 Bot and provide diagnostic and treatment regimens and recommendations, which are based on available medical knowledge of the Hue Family Medicine Center and the features of Azure Machine Learning. The medical knowledge base of the Hue Family Medicine Center will be transformed into structured data using Microsoft’s intelligent language conversion model (LUIS).
Bacsi24x7 Bot will link the patient’s history, symptoms, and complaints to LUIS, to support the staff in making decisions about suitable specialties, diagnosis and treatment for patients. This feature is integrated with the electronic medical record system and is used effectively for assisting patients in finding relevant doctors, making appointments all by themselves via popular chat applications such as Skype, Facebook, Messenger, etc. This will help patients reduce a significant amount of waiting time, assist in coordinating the flow of patients, which results in the reduction of overloads.
After being implemented in the Hue Family Medicine Center for a period of time, it can be seen that there is a huge potential in developing and expanding the Bacsi24x7.BYS Electronic Medical Record as well as the Bacsi24x7 Bot in greater scale for healthcare facilities throughout Vietnam, which may contribute considerable benefits to the improvement of healthcare system in Vietnam.
